From Disaster Response to Security Governance: Mengelola Ancaman Keamanan Non-Tradisional di Kota Bontang

Abstract
This study examines disaster risk management in Bontang City as part of the non-traditional security agenda within an industrial urban context. The study employs a descriptive qualitative approach, drawing on in-depth interviews, observation, Focus Group Discussions, and document analysis. Data were analyzed interactively were subsequently interpreted through the perspectives of Non-Traditional Security, Human Security, and Disaster Risk Governance. The findings show that disaster security in Bontang is produced through a multi-actor network involving the Regional Disaster Management Agency, technical government agencies, subdistrict and village administrations, industrial actors, communities, and the media. However, coordination is stronger during emergency response than during prevention and preparedness. The study also identifies a gap between distributed capacities and the ability to institutionalize them into preventive governance, conceptualized as a governance conversion gap.
